How simple? All you need are the solar cells, a piece of plywood to mount them on and some wire and clips to connect them together. About a hundred years ago I made several.
For what purpose? An experiment? Or to generate electricity?
For the purpose of an experiment you can tape the cells onto any flat surface with double sided tape. Then solder them together with a lot of care and special solar cell solder. It should last for a little while if you do it skillfully.
For the purpose of generating electricity? Most likely you can't. Cells are very tricky to solder reliably and you need the right materials to prevent the cells and the electrical connections from cracking over time. If you spend a thousand dollars on solar cells and build the equivalent of two or three commercial panels, you are likely to waste a thousand dollars. Your home made panel will stop working all the time and after a few repair attempts you won't be able to solder to the wafers any longer.
