Wind power has been used for centuries to pump water for purposes of irrigation.
In Europe you see windmills in the 'Low' countries; particularly Nederlands and Belgique. But probably wind power was used in Africa and Asia before introduced to Europe.
Sailing ships use(d) wind power, as well.

probably medieval holland. they built windmills to drive pumps to drain and maintain water levels; as much of holland has a high water table.
